Mabou, NS – Sept. 25, 2008 –The family of the late Norma Bernard announced today that the first Norma Bernard Endowment for the Arts award will be awarded later this year. The deadline for submissions is November 21, 2008 with the successful applicant to be selected by the end of the year.

“It was our intention to award earlier this year but we wanted to ensure all students had the opportunity to find out about the award and thought that an extension may encourage more applicants”, stated daughter Chantal Bernard.

The award goes to the successful applicant from students within the Strait Regional School Board (SRSB) interested in pursuing a project related to the arts. The mission of the fund is to enhance education and reward advancement to one youth annually who is interested in areas such as graphic design, music, writing, stage production, photography, language arts, costume design/textile arts, dance or other artistic disciplines.

It is awarded to a student demonstrating creativity, innovation, passion and vision for an area within the scope of the award and can be used to assist in funding any aspect of a specific project or undertaking.

Biography – Norma Margaret (MacLean) Bernard
(October 6, 1943 – June 21, 2003)


Born in Nyanza on October 6, 1943, Norma received her early education in a one room schoolhouse in Hunter’s Mountain and later graduated from Baddeck Rural High School. In 1963, at the age of twenty, she received her Bachelor of Arts Degree with a Secretarial Certificate from Mount Allison University. Her quest for knowledge led her to continue her studies while working in Toronto during the 1960s as a Communications Officer at the Civil Service Association of Ontario. Through programs offered at Ryerson Institute of Technology and the Canadian Management Centre, Norma studied editing, printing, scriptwriting, community leadership, policy development and writing, public speaking, effective communications, and parliamentary procedure.

On her return to her home province, she worked for five years as Administrative Assistant to the Research Director at the Cape Breton Development Corporation and Cape Breton Marine Farming Limited. From 1980 - 1982, she was Executive Secretary to the Nova Scotia Woodlot Owners & Operations Association.

Norma’s contributions to the education system in the Strait region were numerous. She began her distinguished career in the field of education when she was hired as Secretary to the Board of the former Inverness District School Board in 1984, a position she held until the amalgamation of the school board in 1997. She was instrumental in developing policy both at local and provincial levels. Her first priority was always students. She will also be remembered as an advocate of employee rights.

Norma held a variety of positions at the Strait Regional School Board and was employed as Coordinator of Administrative Services until October, 2002. In 2003, she was recognized as a lifetime member the Canadian Association of Communicators in Education.

Norma was a dedicated wife and mother. She was an accomplished seamstress and many of her friends wear with pride the suits, dresses and jackets she crafted. She loved literature, politics, gardening, traveling, and was a mentor and friend to many.
